The 2025 Demographic Cliff Has Arrived

For the better part of a decade, 'the demographic cliff' has been a planning slide in head-of-school presentations. As of the 2025-26 school year, later has arrived. NCES projects total US K-12 enrollment will fall by roughly 5% between 2024 and 2031, while private school enrollment is projected to fall by 13%.

The cliff is not evenly distributed

The Northeast and Midwest are leading the decline. Urban districts in Seattle, San Francisco, New York, Los Angeles, and Philadelphia are already reporting significant K-12 enrollment declines. Grade-level pressure is concentrated at the entry points — Pre-K, kindergarten, and 6th grade — the natural on-ramps for independent schools.

What the cliff does to admissions economics

Per-family acquisition cost rises. NAIS already pegs the median cost per inquiry at $697 and the median cost per enrollment at $3,677. Schools should plan for those numbers to drift up over the next five years. Each prospective family becomes more valuable. The cost of a silent website visitor — the 98% who leave without identifying themselves — is rising every year. When the pool tightens, it is no longer a tolerable inefficiency.

What adapting earliest looks like in practice

• Obsessing over the top of the funnel — when inflow narrows, every inefficiency compounds
• Treating anonymous engagement as a real metric — families do most research before identifying themselves
• Expanding the definition of a lead — families who engaged in conversation, returned twice in a week, asked a question
• Pre-qualifying earlier — when the applicant pool is smaller, every wasted tour is more expensive

The cliff is not coming. It is here. The choice is what to do about it.
